Fishing Shacks

Adds to the game a few fishing shacks with docks decorations. The docks can be used to extend the building area into the water. The shacks should be positioned in similar fashion to the vanilla fishing hut. Otherwise it may lead to unreachable location.

Last, the shacks monument is unlocked manually from the Labor estate.
