small starter point for servers

A small start point that server admins can place on their world's to let new players have a place to build their first rover.

Has basic refinery and assembler,

Included are instructions to operate them for new players.

There is a build pad with a small grid rotor and piston setup to ease the building of a first time rover including a button panel to operate the pistons and rotors. With labeled button screens.
