Railroad Crossing Addon

This mod changes the behaviour of rail crossings.
The signal will now begin earlier, but the gates will not close immediately. They will close after a short delay to ensure a safe clearing of the crossing without getting stuck. They will open as soon as the train has cleared the crossing.
